T.G. MIEURE
Mr. Mieure is a police officer with the Gurnee
Police Department, Gurnee, Illinois. He has spent 6-1/2 years as a
telecommunicator, 1 year as a volunteer firefighter, and over 20
years as a sworn police officer. In his capacity at Gurnee, Mr.
Mieure is currently the Community Relations coordinator. He has also
served in capacities as the Training Officer, Media Relations
liaison, the senior fatality technician, 13 years as the Law
Enforcement Agencies Data System (LEADS) supervisor, project
manager for the mobile data and 800 MHz radio system, co-project
manager for Gurnees in-house computer system, and a member of
Gurnees Emergency Telephone System Board for 9-1-1.
Mr. Mieure has taught many courses dealing with
public safety communications and computers in public safety
throughout the United States. Mr. Mieure is a member of the Association
of Public-Safety Communications Officials International
(APCO) where he is an Illinois Chapter officer and is past-chairman
and current member of Illinois APCOs Operating Procedure
committee. He is the past chairperson of the International APCO
Operating Procedures and Training committee and chairperson of the
Historical Committee and APCO Historian. He is also a member of the American
Society of Law Enforcement Trainers (ASLET). He has written
numerous articles on communications and computer training.

ALLAN MARQUARDT
Mr. Marquardt is the communications/records
manager for the Gurnee Police Department, Gurnee, Illinois. He has
spent 17 years in the communications field. The first four years were
spent in the United States Air Force with space shuttle missions,
Department of Defense satellites and the communications center.
Mr. Marquardt has currently been with the Gurnee
Police Department for 13 years. In his capacity at Gurnee, his duties
include supervision of the communications center and records, Law
Enforcement Agencies Data System (LEADS) coordinator, coordinator
of the in-house communications training and policy program, project
manager for Y2K issues and the in-house mobile data network. He
instructs telecommunicator workshops and is the secretary of
Gurnees Emergency Telephone System Board which governs
9-1-1 in Gurnee.
Allan is also a member of the Association
of Public-Safety Communications Officials International
(APCO), where he is Second Vice President of the Illinois Chapter. He
is the chairperson of the Operating Procedures and Training, Grant
and Scholarship committees. On the international level, he is a past
member of the Operating Procedures and Training committee, and a
member of the Historical committee. He is also a member of the National
Emergency Number Association (NENA). Mr. Marquardt is a
published author on communications procedures and training.

LIN FORD
Ms. Ford is currently retired from the Greensboro,
North Carolina Police Department Communications Division. Lin has
spent 22 years in public safety communications with the Maryland
State Police, State of Maryland District Court #1, and the
Greensboro, North Carolina Police Department Communications Services.
She was also a communications trainer and has developed training programs.
Lin Ford is a Life Member of the Association
of Public-Safety Communications Officials International
(APCO). Lin is the Past APCO Historian, serving from 1986 to 1998,
during which time, she was instrumental in developing the APCO
International Historical Museum. Lin has served as an officer of the
North Carolina Chapter of APCO and has been a member since 1973. She
is the past-chairperson, and currently a member, of the APCO
Historical Committee and past Vice-Chairperson of the Operating
Procedures and Training committee.
Lin also has written the historical column for the
APCO BULLETIN from 1986 to 1998. She is also a Fellow of the Radio
Club of America.

JIM RICHARDSON
Mr. Richardson began his public safety career with the Marquette
County, Michigan Sheriff's Department Search and Rescue unit as a
search and rescue specialist, emergency medical technician and
rescue/recovery diver. At the same time he attended Northern Michigan
University where he achieved a Bachelor of Science Degree in Criminal
Justice in 1984.
After graduation Mr. Richardson enlisted in the United States Marine
Corps. During his five-year tenure he served as a military police
officer, telecommunicator and embassy marine. He received training at
the Fire Service Academy, Quantico, Virginia. While in the service he
was responsible for a wide range of training. During his assignment
to the American Embassy, People's Republic Of The Congo, Mr.
Richardson authored embassy defense and evacuation plans.
Mr. Richardson is the author of field officer, basic officer and
communications training programs. This program is designed for
security personnel and used by a national shopping mall developer and
management company. He also established an undercover anti-gang unit.
Mr. Richardson has been employed with the public safety answering
point for the Village of Gurnee, Illinois since 1992 where he is a
shift supervisor. Mr. Richardson holds a number of certifications
including: telecommunicator, communications training officer,
supervision, and public safety instructor. He is a state certified Law
Enforcement Agency Data Services (LEADS) 'Less Than Full Access'
instructor and is assisting with the redevelopment of in-house policy
and procedure and the telecommunicator training program. Mr.
Richardson is also responsible for the development of an equipment
maintenance and troubleshooting guide and is assisting with the
implementation of phase 1 wireless 911.
Jim is a member of the Association
of Public-Safety Communications Officials International (APCO)
and the National Emergency Number Association (NENA). He
serves on the Illinois APCO Chapter Operating Procedures and Training
committee. He has taught sessions at past APCO state, regional and
international conferences.

NANCY BRADY
Ms. Brady is the Telecommunicator Training
Coordinator for the Iowa Law Enforcement Academy, managing the state
telecommunicator training program as well as providing communications
instruction to law enforcement officers. She is also an adjunct
instructor for the Association of
Public-Safety Communications Officials International
(APCO), where she teaches basic telecommunicator, communications
training officer and communications supervisory courses.
Ms. Brady began her career in emergency services
in 1974. In 1983. She began dispatching in Nebraska and eventually
moved to Buena Vista County, Iowa. There she was hired as a
telecommunicator and later was promoted to assistant communications
supervisor, then to communications supervisor and county 911 coordinator.
In 1991, the Iowa Chapter of APCO named Ms. Brady Telecommunicator
of the Year. She was also named International
Telecommunicator of the Year by APCO, International. She is the
first winner of this award. Ms. Brady is the Vice President of the
Iowa Chapter of APCO. She is also a member of the Iowa 911
Communications Council, the APCO International Operation and
Procedure committee, and the National Emergency Number
Association.

WENDY MANN

Ms.Mann has been a telecommunicator for nine
years. She is currently a Shift Leader/ Supervisor and communications
trainer for the Gurnee, Illinois Police Department. She has served on
Standard Operating Procedures committee for Gurnee and a previous
employer, the Lake Zurich, Illinois Police Department. She has
assisted in hiring telecommunicators for two agencies and
implementing a CAD system.
She is a certified trainer and a member of the Association
of Public-Safety Communications Officials International
(APCO). She has taught training sessions at past APCO Conferences.

KATHY EDWARDS
Kathy Edwards is a Communications Supervisor for the Winnebago County
Sheriffs Department in Oshkosh, WI. She started her
career over 20 years ago as a telecommunicator for the Sheriffs
Department. She is a certified CPR instructor for her agency
and does some CPR instructing for other agencies. She is also a
mobile data terminal and State of Wisconsin time law enforcement
computer system instructor. Kathy is a member of the Associated
Public-Safety Communications Officials (APCO), Inc. She is
currently a chapter officer for Wisconsin APCO.

GINA SCHNEIDER
Gina Schneider is currently a Shift Manager with the Lake County
Sheriff's Office. Gina has 18 years of experience as a
telecommunicator gained from 4 different PSAP'S. At the
Sheriff's Office Gina is active as a Training Coordinator and works
on many special projects assigned by the Communications Director.
Gina has served as Leads Coordinator and is certified to teach
"Less Than Full Access" Leads training. Gina has been a
Training Officer for the past 12 years and is a Certified Instructor
by the State of Illinois Law Enforcement Training and Standards Board
and has written training manuals for two other PSAP'S. Gina has
worked extensivly with the Illinois Law Enforcement Training and
Standards Board to bring the State Ceritified 80-hour Public Safety
Telecommunicator Basic Training Program to Madison and St. Clair
Counties which was mandated by both counties for new
telecommunicators. Gina served as moderator, module instructor and
coordinator of the program for eight years.
Gina was a receipent of the Southern Illinois Law Enforcement
Commission Telecommunicator of the Year Award in 1996. In 1997
Gina was awarded the Southern Illiois Law Enforcement Commission
Presidential Award for continued achievement in Telecommunicator Training.
Gina is a member of APCO and NENA currently serving on State and
National Committees for APCO.
